Need developer to create custom types of users

How can I create multiple types of user so that, for example, if members of a GROUP want to send a message to one type of user or another they have that option. For now, the messages have to go to the ENTIRE GROUP. I can put the types as a requirement for the profile but I need a developer to help me figure out how to restrict message only to certain users as selected before sending the message.
