Yes, I could do something like that. I have never used the Scribd API before, however I have done several projects using 3rd party API's.
Something like this would probably take me a couple weeks to develope, and run you around $1000. I require 50% upfront as a retainer, and the rest upon completion. I have had trouble in the past, and this method of payment helps me sort the serious people from others.
