Reference Tab

This may be a simple answer, but I cant find how the "Reference" Tab on this (developer.ning.com) site is created. Could some one please point me in the right direction?

Thanks for your assistance Derrick. Then my assumption is that the Reference tab is custom code or a cleverly disguised "Pages", is this correct?
