delete users

Hello,
I have two users that I want to delete, first I have forbidden access but they appear in forbid tab... how I can to delte definitively?
other question, the users are uploading photos, I know that have 100mb to store photos, How can I control busy space?, when I connect with ftp I don't see photo archives.

Nobody are administrator, only I.
