click that link above, youll be taken to your networks manage page.. obviously replace YOURSITE with your actual domain..
here, you will see a long list of your member's names, and some more stuff at the bottom..
if you can find the usernames of the users you banned in the list, click them individually, then scroll right to the bottom and delete every single one of the files from that account, including (and especially) the profile file.. after a few seconds (it wasnt instantanious for me..) the user's should disappear from your network entirely, thus giving you a cleaner network! :D
Just like there should be a way to import 20K users. There are so many issues like these that are not being addresses by management that I suspect it's hurting Ning's growth. I read a blog entry yesterday where a major developer needed to import 400,000 users and his post received no response.
Unless Ning wants to further damage it's credibility, it needs to start addressing these issues. IMO.

A user submitted a legitimate request to be removed from the system. I feel an obligation to do so - not just 'ban' them, but remove them and all their details from our network.

As network creator, I've banned pornographic users from the site. However, I just went to one of our user's individual pages, and discovered that the content from the three banned members is STILL on this persons page. I have no way to delete the content. This is a very frustrating issue.
For someone who claims to be a developer, there is always something incorrect/out of date with everything you say. In this case, its that the apps require WebDav, which is on the verge of being shut down. That's why the old livewired stuff isnt an option.
