I have made sure that the widget id, version and even display/title names are different than our test network. isEnabled keeps reverting back to 0 on that private configuration file.

And again it happened. This sucks. I dont want to keep uploading that xml file from the private folder to have to fix the disappearing tab.
I've noticed that in the past when I've been doing development.

I'm not 100% sure why it happens - and I can ask at HQ for you - but I ended up editing /lib/XG_ModuleHelper.php to add the navigation.
good solution. So you hard coded it? does the widget get overridden?

What function in ning is changing the "widget"-private-configuration.xml file isEnabled parameter.... This is a hassle.
Thinking back to when I saw the same issue on my site, I concluded that it was because I didn't write the 'drag and drop' embed bit that would let me add it as a 'feature' on my site.

I think when you add another feature, it resets the 'is enabled' flags for all widgets but those dragged on as a feature.
Yes, hard coded. The 'instance' file isn't used then for adding the tab. It works more like the invite tab.
I had not added the "feature" into the site from the manage area. We had created a feature for our widget but did not think it was necessary for it to maintain the tab at top. I placed it lets see if the tab stays.
