What happened to the URL rules?

according to the URL Rewriting tutorial you need to access the url rules in the site editor. Seeing as the site editor doesn't exist anymore where are the url rules? Might be a good idea to update this documentation.

My understanding of it is the "site editor" meaning the code / html editing functions are going away. The network information (including URL rules) are here to stay.
