How Do I Put Community Guidelines In Footer

How do I put my community guidelines in my footer. There is an example on here but I'm not smart enough to follow. I can get into my language editor and look up report an issue but I'm lost from there. What is the code and which box do I put it in.

Hi E.G. - how can I explain it ... here is a link - I checked the language editor with the item Created By and added some HTML code in this box to add in this way some other additional informations.
